Here is a more in-depth look at Tuesday’s meeting agenda:

  • Final consideration of proposed Encore redevelopment project – New life could come to the area immediately south of Town Hall if Town Council approves the second reading of an ordinance related to the proposed Encore redevelopment. Council is being asked to approve the development and an agreement in which the Town would share in the cost of the project’s parking garage in exchange for 308 public parking garage spaces and other amenities, including $900,000 to fund a Downtown railroad quiet zone. (If implemented, train engineers would no longer be required to regularly sound train horns through Downtown.)

    If Council approves the redevelopment agreement, construction is anticipated to start this fall. Additional Town-purchased public amenities would include a new civic plaza between Town Hall and Encore, along with a roundabout at Wilcox and South streets. Learn more at CRgov.com/Encore

  • 2020 Budget under consideration – Per public feedback, the Town Manager’s Proposed 2020 Budget will continue prioritizing public safety, transportation and water initiatives. Town Council will be asked to approve the $228 million budget on first reading Tuesday. It includes three new Police Department positions, $10.6 million toward annual pavement maintenance, and water projects totaling more than $40 million. Numerous additional items – in parks and recreation and other departments – are included. View details at CRgov.com/2020budget.

    The budget also proposes decreasing wastewater rates by 3%, which will result in a .9% reduction in the total water bill for the typical residential customer. Increasing growth-related impact fees charged on new construction to the maximum supportable level beginning in 2020 is also proposed. (A phase-in of those fees through 2023 was initially planned, but strong growth has necessitated a more rapid implementation.)

  • Resolution approving the Site Development Plan for a new Meadows neighborhood - A potential new neighborhood could be coming to The Meadows if Council approves the resolution Tuesday. The proposed neighborhood is located near the intersection of Coachline and Wolfensberger roads. The Town’s Planning Commission approved the proposal in August. If approved by Town Council, the development could bring 57 new single-family detached homes on more than 38 acres. Approximately 75 percent of the total site area would be designated as open space.

    Zoning for The Meadows Planned Development was established in 2003 and allows for a maximum of 10,644 dwelling units. To date, approximately 6,728 homes have received certificates of occupancy in the development.
