May 7 Council update: plan to update the Town’s economic development policy moves forward; CRPD strategic plan approved

Town Council discussed several items Tuesday night including a proclamation naming May 15 as Peace Officers Memorial Day and May 12-18 as Police Week. Council recognized the Castle Rock Police Department and its service to the community.

Here’s a look at a couple other items Council discussed Tuesday:


  • Council gives direction on plan to amend the Town’s economic development policy – Town Council directed staff to draw up a resolution to update and amend the Castle Rock’s Economic Development Policy. The policy was designed to be a living document that would be updated as needed to reflect the goals of the community. Potential updates would incorporate feedback from Council’s March 5 study session. Council directed staff to update policies to address the limited office supply in Castle Rock and the community’s desire to grow the primary employment market.

    The proposed updates include two additions: 1) the Office Loan Program, which outlines plans to attract primary employment by investing in new office development; and 2) the Office Lease Program, which outlines plans to attract primary employment by supporting and mitigating risk for new office development.

    That resolution will go back to Council for approval.

  • Resolution approving Castle Rock Police Department’s strategic plan finalized – Town Council unanimously approved Castle Rock Police’s 2019-2023 Five-Year Strategic Plan. The plan serves as a road map for the department and promotes effective resource allocation and budget planning. It is also a living document that will be updated to reflect community expectations, concerns and organizational priorities. 

    During the strategic planning process, the department identified six strategic priorities – crime; traffic safety; department employees; future growth; community policing and partnerships; and technology, equipment and practices.

Get a full agenda or watch any Council meeting. A special Town Council meeting is scheduled for Tuesday, May 14. This meeting will be dedicated to boards and commission interviews. The next regularly scheduled meeting is Tuesday, May 21.
