Castle Rock Parks and Recreation Strategic Plan 2018-2020

In the late 1990s, Castle Rock was a dynamic community of 18,000 residents. Since then, the population has grown to over 60,000. This fast growth presents a challenge for municipalities to adapt to change while maintaining a world-class community with small-town character. Accordingly, the Town of Castle Rock prioritizes strong planning. The Parks & Recreation 2018-2020 Strategic Plan is preceded by the Vision 2020, the 2030 Comprehensive Master Plan and the 2015 Parks and Recreation Master Plan.

The Parks and Recreation 2018-2020 Strategic Plan serves as the department's guiding document as we strive to enhance the quality of life and well-being of Castle Rock residents.

The Parks & Recreation 2018-2020 Strategic Plan focuses on items that need improvement, attention and change in the near term. It’s responsive to resident feedback received during the biennial community survey. Staff input and program surveys also guide the planning process. Each Division - Golf, Administration, Recreation and Parks Maintenance and Operations - identifies mission and vision statements and presents unique challenges, goals and objectives.

Strategic themes and plan goals

  • Create a financing plan to develop parks and recreation facilities that will meet the needs and demands of a growing
  • Implement a plan to develop unique and regionally significant parks and recreation facilities, to include water-based recreation and aquatics, gymnasium, ice and fitness facilities
  • Set fees and charges adequately to address Community Center Fund cost-recovery goals
  • Ensure new development provides adequate parks, open spaces and trails to serve the needs of a growing population and promote conservation
  • Provide for the safe and efficient operation and maintenance of parks and recreation facilities
  • Effectively manage the replacement and repair of existing capital assets
  • Continue to locate parks within a safe walking distance of residents
  • Maintain a robust and high-quality golf operation that meets the needs of residents without tax support
  • Improve connectivity / walkability through rights of way, trails and accessible open space
  • Strengthen existing recreation programs and expand new creative offerings to meet residents' changing needs and demands
  • Evaluate and implement business practices, the use of new technology, training and professional development to improve organizational effectiveness
  • Increase outreach and communication efforts to engage residents, promote transparency and gather public input

2018-2020 highlights

  • Develop a new neighborhood park adjacent to Aspen View Academy in The Meadows
  • Provide resident access for trails, canoeing and kayaking at Rueter-Hess Reservoir by summer 2019
  • Extend the East Plum Creek Trail 2 miles to Crystal Valley Parkway
  • Complete a study to determine the future for public parks and indoor recreation facilities in Castle Rock
  • Implement adventure-based summer camps for elementary and middle school-aged children at Philip S. Miller Park
  • Expand special events Downtown and at Festival Park
  • Reduce water consumption throughout parks and streetscapes
  • Reduce waste-handling costs
  • Improve recycling efforts within parks
  • Continue golf course and infrastructure improvements including a new short-game practice area and bunker rehabilitation
  • Replace golf course fleet and add GPS to all carts
  • Construct the Central Service Center for park operations and facility maintenance personnel

The Parks and Recreation Commission on March 21, 2018, unanimously endorsed for approval the 2018-2020 Strategic Plan. Town Council approved the 2018-2020 Strategic Plan on June 5, 2018. Town Council meetings are open to the public.

Mission statement

Enhance the quality of life and well-being of the citizens of Castle Rock by acquiring and developing parks and trails, preserving open space and offering quality recreation programs and facilities to meet the needs of the community. 

Vision statement

As the Town of Castle Rock's population continues to grow, so does the demand for more parks, recreation programs and facilities, golf opportunities, interconnected trails and a need to set aside a greater amount of open space. To address these challenges, the department will make the public a partner; streamline operations to become more efficient and service-oriented; maximize the use of alternative funding sources; and place an increased emphasis on seeking opportunities for regional and local cooperation.
